The primary purpose of this position is: To serve as a budget analyst for the Office of Military Cooperation - Kuwait (OMC-K), performing a variety of budget functions involving formulating, justifying, executing, and analyzing budgetary programs and activities.


Responsibilities

  • Formulates projects and justifies an operational budget for OMC-K programs.
  • Formulates Detailed Budget Estimates.
  • Represents OMC-K at command and installation level financial meetings, discussions, boards, and planning teams.
  • Performs technical tasks in support of the financial analysis process.

    • This position is emergency-essential (E-E).
    • The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases.
    • During a crisis, the incumbent must continue to perform the E-E duties until relieved by proper authority. The incumbent may be required to take part in readiness exercises.
    • This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.
    • This meets the criteria of an E-E position and requires that the incumbent be removed from any military recall status.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

    SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of agency procedures and processes covering a wide range of budgetary transactions involving two or more appropriations with different guidelines, or a comparable mix of appropriated funds and/or revolving fund accounts in order to process and extract budgetary data from a variety of forms, documents, and reports; Resolving problems such as balancing accounts, adjusting discrepancies, developing control records, verifying the accuracy of budgetary data, transferring funds between accounts and object classes among different appropriations, and to prepare reports on status of funds, supplementary guidance concerning the form of budget estimates submitted, as well as recurring or special budget reports.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

    KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Knowledge and experience of budgetary methods, practices, policies, procedur5es, regulations, and precedents; and a wide range of sources, types, and methods of funding which support the analysis and administration of the budget.
    2. Knowledge of the joint/unified command structure and the application of procedures, methods, and techniques of funding justification and support for these commands.
    3. Knowledge of the accounting system and related documents used to gather and analyze budgetary information.
    4. Knowledge of automated management data systems, for example: US Army General Fund Enterprise Business System (GFEBS), Automated Business Services System (ABSS); Defense Enterprise Accounting & Management System (DEAMS); Financial Management System Suite (FM Suite); Defense Travel System (DTS); Current Research Information System (CRIS), Wide Area Work Flow (WAWF), and Microsoft Office applications.
    5. Skill in the application of methods and techniques to analyze and evaluate the effects of changes in program/unit plans and funding.
    6. Skill in preparing written correspondence, presenting oral briefings, and representing the organization's viewpoint in formal meetings and negotiations with officials, both within and outside federal service.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).     Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025.
